It has all the necessary focus areas for an investor
This is one area where profit is almost guaranteed for efficient performance!
CREATION OF ADDITIONAL FACILITIES
Construction or operation of container terminals
Construction or operation of bulk, break bulk, multipurpose and specialized cargo berths
Warehousing, container freight stations, storage facilities and tank forms
Cranage and handling equipment
Setting up captive power plants
Dry docking and ship repair facilities
Leasing of equipment and floating craft from the private sector
FLOATING CRAFT AND DREDGING
All foreign Ports have been employing companies to handle tugs and dredgers
Indian Ports have always owned all these equipment.
Now many Indian Ports are trying the possibilities of employing private operators successfully in these areas.
Dredging is now being removed from port activity and being done privately.
Thus these cost intensive areas can be made more effective.

Now as the country is passing through a fiscal crunch and wants to reduce the government spending, all these activities which are commercial in nature will be better carried out by private firm with an eye on competition and profit.
This is already felt in the Port Domain
Some of the smaller ports in Gujarat have set a role model in this area!
Maharshtra and AP are also pushing ahead with such programs
CONCLUSION
The Ports are already engaged in this exercise and soon many areas of activities will be handed over to private operators
This means the Port will be a LANDLORD Port
Accountability is fixed and therefore there will be no lapses
In all these actions total transparency is maintained and therefore less corrupt practices.
Govt has still control overall as the water and land belongs to the state and therefore the Govt is answerable to the public.
