ABSTRACT
The aviation industry continued to struggle through a variety of transformations this year. As demand for commercial air
transportation regained momentum, in some sectors travelers saw the return of significant delays. Total system delays were,
in some cases, the highest ever recorded, and have exceeded pre-September 11, 2001, levels in every month for which statistics
are available. In August, delays at Chicago O’Hare Airport so detrimentally influenced the entire National Airspace System
(NAS) that the FAA took the unusual step of negotiating with airlines to reduce scheduled flights at the airport by 5% during
peak periods.
