It is more of a framework rather than a technique.
Developed by Tim Hurson a Canadian author, speaker and creativity theorist.

What’s Going On
What’s the Itch? – Generating a long list of problems looking for patterns and clusters and then selecting one key “problem” area to address.
What’s the Impact ? – Studying how the problem affects the world.
What’s the Information ? – Describing the various aspects of the problem in detail.
Who’s Involved ? – Identifying other stakeholders in the issue.
What’s the Vision ? – Identifying how the scenario would be different if the issue is to be resolved.
What’s the Question
Frames the challenge by turning it into a question.
Accomplished through brainstorming like techniques where as many questions are.
Break the challenges into clusters in order to get answer to the question.
