Introduction and Scope of Tender
The Bellary Fort which stands proudly atop the Bellary Gudda (Fort Hill) was built during
the time of the Vijayanagara Empire. Hyder Ali, the de facto ruler of the kingdom of
Mysore took control of the fort in 1769 and renovated it with the help of a French
engineer.
The Department of Tourism (DoT), Government of Karnataka (GoK) with an aim to
revive the past glory of the Bellary fort and thereby convert it into a key tourist destination
in the State intends to develop tourism infrastructure in and around the fort. This includes
the rejuvenation of Nagalkere Lake, creating recreational facilities around the lake,
installation of sound and light show at the fort etc.
DoT has decided to build a Passenger Ropeway System from the foothills to the top of the
Fort Hill to provide comfortable and exhilarating ride to the tourists. The indicative
alignment of the Passenger Ropeway System is shown in the Annexure 1.
Financial Capability
For the purpose of qualification, the Tender would be required to have the credit facilities
of not less than Rs. 2 Crores (Rs. Two Crores). (Credit lines/ letter of credit/ certificates
from banks for meeting the fund requirement etc. in the format provided in Section 3 (1.8)
shall be provided to this extent.
Except as provided in Sub-clause © and (d) of Clause 3.2, Sub-contractors’ experience
and resources shall not be taken into account for determining the Tenderer’s compliance
with the qualifying criteria.
Tenderers, who meet the above specified minimum qualifying criteria, will only be
qualified, if their Available Tender Capacity is more than the total Tender Value. The
Available Tender Capacity will be calculated as under:
Clarification of Tender Documents
A prospective Tenderer requiring any clarification of the Tender Documents may notify
DoT in writing or by facsimile at DoT’s address indicated in the Invitation for Tenders
(IFT). DoT will respond to any request for clarification which he receives earlier than 15
days prior to the deadline for submission of tenders. Copies of DoT’s response will be
forwarded to all purchasers of the Tender Documents, including a description of the
enquiry but without identifying its source.
Pre-tender meeting:
The Tenderer or his authorized representative is invited to attend a pre-tender meeting
which will take place at Department of Tourism, Government of Karnataka, Second
Floor, Khanija Bhavan, 49, Race Course Road, Bangalore 560 001 on 24th November
2009 at 1100 hrs.
The purpose of the meeting will be to clarify issues and to answer questions on any matter
that may be raised at that stage.
The Tenderer is requested to submit any questions in writing or by facsimile to reach DoT
not later than one week before the meeting.
Minutes of the meeting, including the text of the questions raised (without identifying the
source of enquiry) and the responses given will be transmitted without delay to all
purchasers of the Tender Documents. Any modification of the Tender Documents listed in
Sub-Clause 7.1 which may become necessary as a result of the pre-tender meeting shall be
made by DoT exclusively through the issue of an Addendum pursuant to Clause 9 and not
through the minutes of the pre-tender meeting.
Tender Prices
The Tenderer shall quote the Tender Price (both in figures and words) for Works
described in IFT in the manner prescribed in Section 4.
All duties, taxes, and other levies payable by the contractor under the contract, or for any
other cause, shall be included in the rates, prices and total Tender Price submitted by the
Tenderer.
The Tender Price quoted by the Tenderer shall be fixed price and shall be constant
throughout the Contract Period and no variation whatsoever shall be allowed under any
circumstances.
