The stakeholder actors in the context of SME development are the main targets for influence.
Agencies who succumb may then end up delivering the culture of a bureaucracy to the SME.
Enterprise culture cannot be taught but, in the best of entrepreneurial traditions, becomes embedded via a process of experience.
