Background
Ethiopian Road Transport Authority is a public Authority responsible to the use of any Roads within Ethiopia, vehicles using these Roads and to all matters relating to Road transport activities. Road Transport Administration was established in 1967 to provide for the control and regulation of travel and transport on the Road. The Addis Ababa Transport Branch Office of the Federal Transport Authority at Megenagna is the body which is responsible for Addis Abeba city transportation like bus, minibus taxi etc. Currently Addis Abeba Transport Branch Office has formulated a model of regulation on mid 2009 to put the new system in the operation for associations to be established under zones. Each zone will have a specific number of routes within its territory and taxis under each zone are expected to operate only in the routes within the zones they are registered. The highest number of routes, 42, will be in Asko Zone, followed by 38 in Megenagna and 31 in both Bole and Saris, the least number, 24, will be in Tor-Hailoch. The vision of the Addis Abeba Transport Branch Office is to ensure the provision of modern, integrated and safe road service to meet the needs of all communities in the city. One of the major objectives of the taxi zoning system is preventing taxis from refusing to travel long distances to maximize their income. When the new system comes into force, passengers will be able to travel as far as they want along set routes.
Review of related works
Even if there is no computerize system until know that related to the system that we are going to design, there are two major existing system tasks that are going to be related with new system such as manual communication between the Transport Branch Office at Megenagna and the association as described in the workflow. In this project we use this existing system as a model to make the new communication system that is communication via network by taking the Branch Office as central administration system. The second thing is the organization performs manual scheduling system for taxies randomly in some time interval to different routes. We are going to be making it this manual scheduling with the help of the computer program to notify routs of each taxi easily.
Statement of the problem
Even if there are so many taxies In Addis Abeba city and handling them is difficult task, until know there is no computerized system that is designed to deal with management of this particular area. So the major things that initiate as to design this new system are basically three. First communication between the branch office and each association is via a manual which leads to poor information sharing system between associations and association with Branch Office, wastage of time, resource and unsatisfactory service for customers or taxi owners. Second the organization aim to schedule taxies manually on different routes in some time interval but they are unable to work with it because it is difficult. Finally the organization does not have mechanism to deal with these tasks like
• Presenting reports. Example daily report on taxies that are wanted by each station.
• Presenting detail information about taxies, taxi owners and derivers at each station and at branch office when it is needed for different purpose.
• Checking taxies working without their rout, taxies remove or without having placards mounted to their roof.
Objective of the project
General objective
Our main goal is to automate the existing manual system by adding some features like new data sharing system, or communication between associations by using client-server networking system and scheduling system.
Specific objective
• Presenting reports. Example daily report on taxies that are wanted by each station.
• Presenting detail information about taxies, taxi owners and derivers at each station and at branch office when it is needed for different purpose.
• Checking taxies working without their rout, taxies remove or without having placards mounted to their roof.
This checking is based on information from
1, Controllers assigned by the association of the taxi.
2, Controllers from branch office.
3, Traffic police.
• Manual updating:-changing service area of the taxi from one rout to another based on some criteria.
Methodologies
Data collection methodology
In order to collect essential data’s that we are going to use for a feature we use direct observation and interview data collection methodologies.
Observation
We use this method simply for looking through the workflow of branch office at Megenagna which deals with taxies in the city and some of the taxi associations in the city, how taxies in Addis Abeba work on different rout and the way controllers in each association manage the taxies on their rout.
Questionnaires
By making some interview for branch office and for some of the taxi associations we are able to get the required data for our study. We made our interview by asking some questions like foundation, function, vision and the existing system of the organization.
