Abstracts: Development in hilly areas will cause a series of changes in landscape structure and function. Changes such as land use, land cover, loss of landscape elements, hydrology and decreases in biodiversity will impact the entire ecological environment. As an aim for sustainable development, Strategic Environment Assessment is a useful and procedural tool that can access policies and aid in the development of more sustainable policies as applied to determine regional strategic planning in many cities. On this basis, land developments are based on regional plans to govern their impact on the environment. Aspects such as culture, economy, natural resources and geology, climate, soil, fauna are obvious consideration defined within regional plans.
