Abstract
Indonesia constitutes an archipelagic state. Where does oceanic constitute the largest part. The NKRI’s waters area is estimated reach 5, 8 millions km2, or about 75% of the total areas. The ocean areas consist of territorial is reach 0, 8 millions km2, marine waters of archipelago is reach 2, 7 millions km2 and exclusive economic zone is reach 2, 7 millions km2. Indonesia is also located at a strategic geographical position which has 3 archipelagic oceanic path of Indonesia, they are Malaka Strait, Lombok Strait and Sunda Strait. Moreover, Indonesia’ ocean geographical characteristic is not homogenous, this is because Indonesia is flanked by two continents, they are Asia continent and Australia continent and surrounded by two oceans, are Pacific ocean and Hindia ocean. Based on the fact of Indonesia’s waters area and complexity geographical, it can be concluded that the lack of fleets and capacity of fleet is uneven can cause ineffective in supervision carried out by naval fleet. This can be seen from the numbers of violation in the form of illegal logging, illegal fishing or trafficking still a lot happening in the waters area of Indonesia. That why in this final project, designed a database that user friendly. In the design of the database will be sorted first by type of data, such descriptive data where the data of this type has a characteristic form of information which are attributes. Then the other is the type of data that contains place or a location. The both of data will be combined into one in the form a digital image; so as to produce a Decision Support System ( DSS ) is quite good and as a basis to support decision-making for distribution of naval fleet. Besides that, the database that is designed to be up date in accordance with the existing circumstances, so it will be easier in the management of the data.
