WML documents are plain text files, which you can create with any editor or word processor capable of saving files as text.
Much more important than the editor that you choose is the range of browsers and devices that you use for testing your application.
WML is not a programming language to develop true wireless applications, you must employ dynamic content generation using sort of server side techniques.

WML Decks are identified by a name, globally unique on the internet called a Uniform Resource Locator.
All WML browsers must support URLs which specify the HTTP.
Absolute URLs
It is the complete address of a resource, including the scheme, the full internet name or address of the server, an optional network port number at the server and the location where the content can be found.
Relative URLs
WML also supports relative URLs, which specify a document location relative to some base document.
