Features
Useful for off-grid applications in our country.
Could also work in grid-connected mode
Works under low wind regimes also
The best hybrid renewable energy combinationcomplimentary
in nature
Utility in diesel abatement
Approx. Cost : Rs. 2.00 lakh/kW
Limitations: Wind intermittent , Solar available during
day time only
Status
Cumulative capacity addition around 2 MW
Around 600 kW added in last two years–2010-11
and 2011-12.
Around 60% capacity installed in Maharashtra,
followed by Goa, Karnataka, West Bengal,
Manipur, and Tamil Nadu
About 36 manufacturers with 152 models
available
Only 6 are empanelled with C-WET against which
support may be availed under the MNRE Scheme.
Scheme Activities
The programme supports the following activities:
Financial support for setting up water pumping wind
mills, aero-generators/wind solar hybrid systems,
Field trials & performance evaluation,
Demonstration,
Research & Development.
Implementation through Manufacturers
Manufacturers identify beneficiaries and submit
proposals having a minimum cumulative capacity of
30 kW and a minimum number of 5 systems to
Ministry
Such beneficiaries necessarily to go for
financing(part or full) through banks, which will help
in submission of the required documents
Ministry issues sanction indicating the amount of
subsidy for the project , duration etc.
Project is commissioned and eligible subsidy is
released after the concerned manufacturers obtain
the necessary documents from the Banks/Financial
Institutions and submit the same to the Ministry.
Implantation through SNAs
SNAs submit proposal on a project mode to the
Ministry. In principle approval is issued.
Subsidy is released to SNA after commissioning
of the system and receipt of the prescribed
documents.
The stipulation for the SNAs to decide cost on a
competitive tender procedure will not be required
Beneficiaries/beneficiary institutions are free to
select the system from the list of the empanelled
manufacturers following their own purchase
procedure.
Suitable administrative charges are provided to
SNAs.
Empanellment of manufacturers
Before 2010, testing and certification was not
necessary for aerogenerators
Under modified scheme introduced in 2010,
manufacturers have to necessarily have Type
Testing certificate alongwith design documents
for all the models
C-WET has started testing and certification as per
IEC 61400-2 and 61400-12-1
For SPV modules , the IEC compliance is
necessary
Manufacturers can have their dealers, but the
responsibility lies with main manufacturers.
