Government of Tamil Nadu has the unique distinction of creating a separate department of roads as early as 1946 exclusively to cater for roads and bridges in the state. Tamil Nadu was the forerunner in bringing out the standard specifications for roads and bridges in the year 1954. The department's goals are to maintain and improve roads under government control and provide road connectivity all the time to rural housing. In 1996 a new post of Secretary of the Government, Department of Roads was created. The Minor Ports were subsequently incorporated into the scope of this Department. Subsequently, this Department was renamed as Department of Roads and Minor Ports.
