A method of manufacturing a toothed segment which is formed by forging as one of a plurality of circumferentially divided portions of a toothed wheel having a plurality of teeth disposed on an outer peripheral surface of a circular flange, the method includes: forming a segmental gear material in an initial formed state in an initial formation stage; and subjecting the toothed tooth segment to a finishing forming process with a tooth direction of the tooth segment as viewed in the cross section of the tooth segment which is inclined with respect to the direction of rotation forging of the dies in a finishing forming step.
