The PAHAL scheme (DBTL) was previously launched on June 1, 2013 and finally covered 291 districts. It required that the consumer compulsorily have an Aadhaar number to make use of the LPG Subsidy. The government has thoroughly revised the scheme and after examining the difficulties faced by the consumer, substantially modified the scheme before launch. The modified scheme has been relaunched in 54 districts on 15.11.2014 in the 1st Phase and will be launched in the rest of the country on 1.1.2015. The modified scheme is indicated as follows:
• Options to receive the LPG subsidy
• Under the modified scheme, the LPG consumer can now receive subsidy in their bank account by two methods. Said consumer will be called CTC (cash transfer) once he joins the plan and is ready to receive a subsidy in the bank account. The two options are:
or Option I (Principal): Where the Aadhaar number is available, it will remain the means of cash transfer. Therefore, an LPG consumer who has an Aadhaar number must link it to the bank account number and the LPG consumer number.
or Option II (Secondary): If the LPG consumer does not have an Aadhaar number, then he can receive a subsidy directly into his bank account without using the Aadhaar number. This option, which has now been introduced in the modified scheme, guarantees that LPG subsidy will not be denied to an LPG consumer due to the lack of an Aadhaar number. In this option,

• LPG consumers who are already CTCs prior to launch in PAHAL (DBTL)
• The national LPG consumer who has already joined the previous PAHAL (DBTL) plan by linking his Aadhaar to the LPG and banking database does not need to take any new steps to receive a subsidy since the subsidy will be transferred to his bank accounts through Aadhaar according to previous planting Such CTC consumers can not exercise option II above.
• Prices under PAHAL (DBTL)
• In the PAHAL district (DBTL), national LPG cylinders will be sold to CTC national LPG consumers at a Specified Market Price (not including subsidy) from the date of launch of the scheme .
Amount transferred to the consumer
The total cash applicable in the LPG cylinder will be transferred to the CTC consumer for each subsidized cylinder delivered (up to the limit) according to its right.
Grace period
Consumers who do not belong to CTC will be allowed 3 months from the launch date of PAHAL (DBTL) to become CTC. During this period, such consumers will receive their right to subsidized cylinders at the subsidized retail price applicable below.
Parking period
o After the 3-month grace period, all non-CTC LPG consumers will receive an additional 3-month parking period, during which the sale will be made at a set market price for all LPG consumers.
o But for non-CTC consumers, the total cash of the sale made to such consumers (according to their entitlement) will be retained with the respective WTO to be transferred to the bank account of LPG consumers in case the consumer becomes CTC at any time during the Parking Period.
o In the event that the consumer does not become a CTC during this Parking Period, the parked funds will expire and the consumer will be ineligible to receive parked funds and the sale will continue at a certain market price until the consumer becomes a CTC.
After the expiration of the 3-month grace period and thereafter an additional parking period of 3 months, all non-CTC consumers will receive cylinders at a fixed price and will not be entitled to full cash until they are converted in CTC. When non-CTC customers become CTC beyond the parking period, they will be eligible for a one-time permanent advance and full cash right on balance-funded cylinders in that financial year.
• permanent progress
o A one-time advance will be provided to all CTC consumers who join PAHAL (DBTL).
o The Advance will be notified, from time to time and will remain fixed during a financial year.
o It will remain with the consumer until the time of termination of the connection, when it will finally be adjusted.
o LPG consumers who received a permanent advance on a previous scale will be eligible for any differential payment because of the review in the ongoing progress.
