CMOS superbuffer should have the capability of tristating the pad driver also.

Bi-CMOS Gates?

As the name indicates its nothing but
BJT + CMOS  Bi-CMOS Gates ( Bi-CMOS Circuits).
Applications of BJT.
amplifying, switching.

Why only npn BJT in Bi-CMOS ?

Current carried by electrons having higher mobility allowing greater currents and faster operations.
BJT provide current divide and low output impedance.
MOS devices provide high input impedance.

Uses of Bi-CMOS gates

Improve the performance of line drivers and sense amplifiers.
Low power dissipation of CMOS with O/P drive capability and low propagation delay of bipolar technology.
Bipolar devices helps to Interface with the current mode or emitter coupled logic(ECL) , for high speed.

CONCLUSION

The circuit dissipates essentially, no stand by power and low power consumption of the CMOS circuit is preserved.
So the design aim is achieved.
