A “Stratellite” is a high altitude airship (HAA) which are unmanned Kevlar balloons filled with helium

Placed in stratosphere 13 miles above the earth
Placed significantly lower than earth’s lower orbit
Can service a 3,00,000 square mile area
CONSTRUCTION
Outer layer is made of spectra
Spectra is a fabric used in bullet proof vests
Inner layer is made of Mylar
Mylar is a thin but strong polyester film
Filled with a mixture of helium and air

The helium gas expands pushing air out and lifting airship
