INTRODUCTION

Central Electronics Limited (CEL), established in June 1974, is a Technology and Production Enterprise of the Department of Scientific & Industrial Research, Ministry of Science & Technology, and Government of India.
CEL's mission is to achieve excellence in the technology and manufacture and be market leader in Solar Energy Systems and Strategic Electronics.
Central Electronics Limited (CEL) holds a unique position among the family of Public Sector Enterprises in Electronics, with its emphasis on indigenous technology inducted both from its in-house developments and from the National Laboratories, for its production programme in diverse high-technology areas of national importance. The activities of CEL are sharply focused in three thrust areas:
• Solar photovoltaic cells, modules and systems for a variety of applications.
• Selected Electronic Systems-Equipment for Railway Signaling and Safety, Cathodic Protedtion Equipment for Oil Pipelines, Switching Systems and Very Small Aperture Terminals (VSATs).
• Selected Electronic components-professional (Soft) Ferrites, Electronic Ceramics, Piezo Electric Elements and Microwave Components.
CEL has been the pioneer in the country in the areas of solar photovoltaics, ferrites and piezo ceramics. Today, it enjoys the international status of being among the top producers of single crystalline silicon solar cells in the world.
Central Electronics Limited is a Public Sector Enterprise under the Department of Scientific and Industrial Research (DSIR), Ministry of Science & Technology, Government of India. It was established in 1974 with an objective to commercially exploit the indigenous technologies developed by National Laboratories and R&D Institutions in the country. CEL is one of the rare companies, which utilized the homegrown technologies during all these years of its existence.
CEL has developed a number of products for the first time in the country through its own R&D efforts and in close association with the premier National & International Laboratories including Defense Laboratories. In recognition of all these efforts, CEL has been awarded a number of times with prestigious awards including “National Award for R&D by DSIR”.
CEL is pioneer in the country in the field of Solar Photovoltaic (SPV) and it has developed state-of-the-art technology with its own R&D efforts. Its Solar products have been qualified to International Standards EC503/IEC1215 by the European Commission, Joint Research Centre, and ISPRA, ITALY.
CEL, pioneer in the field of Railways Safety & Signaling, has been identified as a major indigenous agency for design and development of modern electronic Signaling and Safety equipment by Indian Railways. The equipment manufactured in CEL finds extreme usage in Railways in the form of Axle Counter, Axle Counter Block System and Train Approach Warning Devices. CEL’s Digital Axle Counter is approved as per European CENELEC safety level SIL-4 by RDSO (Research, Design and Standard Organization of Indian Railways) as an approved source in Part-I (i.e. approved for bulk production) for various Railway Safety and Signaling Equipments for more than 25 years.

INDIVIDUAL MILESTONES PROPOSED TO ACHIEVED DURING FINANCIAL YEAR 2007-08 :

1. Up scaling and upgrading the production facility of SPV cells & modules from 2 Mwp to 10 Mwp.
2. To standardize the process for using 6” wafers of 220 micron thickness (multi crystalline & mono crystalline) to produce higher wattage modules.
3. Augment production capacity for digital axle counter, installing automated test equipment (ATE) for production testing to cater substantially increased demand expected in coming years.
4. Obtaining type approval from RDSO for Multi Section Digital Axle Counter (MSDAC) and deployment of 5 nos. for extended field trial leading to procurement of bulk order from railways.
5. Design and development of digital axle counter suitable for point zones and offer the same to RDSO for approval.
6. Complete the supply against X-band PCM’s order of LRDE and look for fresh orders for PCM.
7. Initiate necessary action for augmentation of production capacity of 40000 nos. PCMs to projected demand of PCMs.
8. To provide turnkey solution for public area security to counter security threats.
9. To explore the avenues for supplying electronic instruments for Metro Rails in India.


BUSINESS AREAS

The function of this business unit is to manufacture and market Solar Voltaic Cells, Modules and complete systems in India & Abroad.

Central Electronics Limited (CEL) is the pioneer and the largest manufacturers of Solar-Photovoltaic (SPV) Cells, Modules and Systems in India. Through sustained in-house development and constant R&D efforts, spread over a decade of continuous efforts, the company has converted a laboratory concept into an industrial technology.

CEL , with its commitment to harness the solar energy, has opened up new vistas in the field of solar photovoltaic. Backed by an integrated production facility to manufacture Mono-Crystalline Silicon Solar Cells and Modules with the state-of-the-art screen-printing technology, the company has supplied more than 1.5 Lakhs SPV Systems in India and abroad, covering both rural and industrial applications
CEL products conform to stringent National & International Standards. The PV modules are tested to JPL Block V.1981 and European Solar Test Installation (ESTI) Standards. Our modules have been successfully tested by Solar Energy Centre (SEC) of the Ministry of Non-conventional Energy Sources (MNES), Govt. of India and JRC-EC, Ispra, Italy. CEL's Solar Photovoltaic modules are the only ones from India certified both for design and quality by the European Commission - Joint Research Centre at Ispra, Italy

Major Projects Executed :

• Entered into a long term agreement for the supply of silicon wafers with LDK Solar, China
• Entered into an MoU for technology transfer to Sudan for Solar Cells manufacturing facility
• Successfully executed a project for electrification of villages in Afghanistan, spread over the whole country through Norwegian Church Aid (NCA), Kabul
• Successfully executed an order for electrification of 5 villages in Guinea Bissau under ‘IBSA’ (India, Brazil & South Africa) programme and another order for 15 Villages valued US$ 1 million is expected shortly
• Started in-house production of Phosphorus paste as import substitution for use in manufacture of Solar Cells with technical know-how from IMEC, Belgium. This has resulted in significant reduction of the input cost
• Installed 100 kWp SPV power plant at University Campus of Petroleum & Energy Studies, Dehradun to run electric load for the computers & building
• Installed 100 kWp SPV power plant at Noida Special Economic Zone (NSEZ) to run electric loads of the building
• Installed 20 kWp SPV power plant – Grid Interactive at Ministry of New & Renewable Energy building to reduce electrical load of the building & grid feeding
• Installed 2.5 kWp SPV power plant – Off Grid at Ministry of New & Renewable Energy Building to run emergency electrical loads in Minister’s, Secretary’s offices, etc
• Installed 9kWp & 10.4 KWp SPV Solar Power Plants at Jantar Mantar & Safdarjung Tomb, New Delhi respectively for illumination of the monuments by LED luminairs
• The third party software validation and evaluation of Multi-Section Digital Axle Counter (40 Detection points) conforming to European standard CENELEC SIL-4 at RDSO has been successfully completed. The type approval is awaited
• Design & development of Universal Fail Safe Block Interfacing (UFSBI) equipment is in advanced stage
• The R&D project for the supply of 15x15 mm ‘CZT crystals’ for 1275 nos. value `1388.00 lakhs to Solid State Physics Laboratory, Delhi has been successfully completed and the project proposal for the next phase to supply 300 nos. of 20x20mm ‘CZT crystals’ for the next three years value `1450.00 lakhs is under approval by DRDO
• The order for 72,000 nos. of Phase Control Module(PCMs) valued `90 crores is likely to be received from BEL for 12 BLR (Battery Locating Radar) for Air Force
