Low Cost Toll Audit System to Maximize Toll Revenues

INTRODUCTION

The IRD TCC (Traffic Counter/Classifier) Toll Audit System is the first low cost system
designed to provide accurate and reliable traffic data at toll plazas. The TCC system
allows the concession owner & toll operator to monitor the traffic count and
classification information for each lane in a plaza, and to match this information to a
set time period, such as the duration of an operator's shift. The information collected is
then used by the operator to cross check the actual revenue collected, as compared to
what they would expect given the detected traffic. The system is a valuable tool to audit
toll revenues and helps to control and monitor tolling operations.

System Overview

The TCC Toll System records the traffic volume and classification of the vehicles entering the
expressway at the plazas. A vehicle will approach the toll booth and pay the appropriate toll to the
booth operator. After paying the toll, the driver will continue in the lane and pass over a set of in-road
classification sensors. The sensors will be used in conjunction with the Traffic Counter/Classifiers to
determine the number and spacing of the axles on the vehicle. Based on the number and the spacing
of the axles, the vehicle will be classified by the system.
