This report examines the economic and policy dimensions of tobacco of taxation as a mechanism for tobacco control in India, the country with the second largest population of tobacco users in the world. It is designed to assist that the step taken by the Jharkhand Govt. was a bold & beautiful step for the betterment of people of Jharkhand. Why ban was imposed?
A ban on Gutkha by some States may have a temporary impact on the arecanut market. But it will help the commodity in the long run. Some arecanut growers and cooperatives feel that the ban on ‘paan masala' is a little worrisome.
Kerala became the second State after Madhya Pradesh to impose a ban on gutkha and paan masala on Friday.
Mr Ravish Hegde, Managing Director of the Sirsi-based Totagars' Cooperative Sale Society (which is actively involved in arecanut trade), told Business Line that the Food Safety and Standards Authority of India (FSSAI) has classified arecanut as a food item.
According to Food Safety and Standards Act, tobacco or nicotine should not be mixed with food items. In ‘gutkha', tobacco and arecanut are the main ingredients.
He said that the volatility in the arecanut market is because of some manufacturers of ‘gutkha' who have imported inferior quality arecanut to manufacture ‘gutkha', thus affecting the domestic market.
Tobacco kills 10 lakh in India every year
Contrary to the prevalent belief, smoking is the most important cause of premature heart attacks, with India having about 4.5 crore patients with ischemic heart disease, doctors warned on Wednesday on the eve of the “World No Tobacco Day.”
According to the World Health Organisation, tobacco use is one of the biggest public health threats worldwide which kills nearly six million people a year of whom about 600,000 are non-smokers exposed to second-hand smoke.
And the situation in India is very alarming as around 10 lakh deaths are caused by tobacco every year, with the WHO 2012 Global Report on Mortality claiming seven per cent of all deaths for people aged 30 and over in India are attributable to tobacco.
It is widely believed that tobacco use, especially smoking, causes chronic bronchitis and lung cancer, but many may not know that it is actually the most important cause of premature heart attacks.
About 17.3 million people die of cardiovascular diseases and 10 per cent of the deaths are due to tobacco use, says a recent report by the World Heart Federation.

studying the cases related to the harm of tobacco product it was very bold step by Jharkhand govt. as we know every coin has two sides , one good and other is bad. But important thing is that which side has more good qualities. Same is in this case also. Revenue generated by the tobacco products proves more costly than what govt. is spending for the cure of the patients caused by smoking and chewing tobacco. Jharkhand govt. financial report shows that due to tobacco taxation govt. generated 1500 crore Rs. But spendings on the health of tobacco patients costs 3000 crore Rs.
Various experts also cited that the economic impact of ban on tobacco product will not be that much greater in long term. But it also increases the chances of corruption. Means officials will now take more bribes to protects the sellers of tobacco products.
