Purpose
The purpose of this Act is to make further provision relating to the safety of electricity supply and use and the efficiency of electrical equipment
ENERGY SAFE VICTORIA
a) to ensure the electrical safety of electrical generation, transmission and distribution systems, electrical installations and electrical equipment.
(b) to control the electrical safety standards of electrical work carried out by electrical workers.
© to promote awareness of energy efficiency through energy efficiency labelling of electrical equipment and energy efficiency regulation of electrical equipment.
Equipment Advisory Committee
There shall be an Equipment Advisory Committee consisting a chairperson and 6 other persons appointed by the Minister
Function of Committee
(a) on safety standards for electrical equipment or any class of electrical equipment;
(b) on any other matters relating to the safety or efficiency of electrical equipment
NETWORK OPERATORS AND UNDERGROUNDELECTRIC LINESGeneral duties of network operator
A network operator must take reasonable care to ensure that all parts of an upstream network or the supply network of a railway or tramway system that it operates—
(a) are designed, constructed, operated and maintained in accordance with the regulations.
(b) are safe and operated safely
Underground electric lines
(1) A person who controls an underground electric line on public land.
(a) must maintain a record of that underground electric line; and
(b) before the line is connected to an electricity supply or within 2 business days after relocating the line, give sufficient information
Electric Line Clearance Consultative Committee
The Committee shall be constituted by 13 members to be appointed by the Minister.
an officer or employee of the Road Corporation,
an officer or employee of the Country Fire Authority
3 persons selected by the Minister from distribution companies
a person selected by the Minister from transmission companies
an officer or employee in the Department of Environment
Railway or tramway systems
A person who is the operator of a railway or tramway system must ensure that that system is designed, installed, operated and maintained in such a manner as to minimise the risks to safety of any person and the risks of damage to property arising from the leakage of stray electrical currents from that system
The main functions of CERC are
(i) To regulate the tariff of generating companies owned or controlled by the Central Government;
(ii) To regulate inter-State transmission including tariff of the transmission utilities;
(iii) To regulate inter-State sale of power;
(iv) To aid and advise the Central Government in the formulation of tariff policy.
