Rural Connectivity is a key component of Rural Development in India. Rural roads contribute significantly to generating higher agricultural incomes and productive employment opportunities, as well as promoting access to economic and social services. Rural roads are the virtual life lines for the large crowd residing in rural areas. However, even today, only about 60% of the villages / rooms in the country are connected by roads.
Taking into account the socio-economic benefits derived from the connectivity of roads with the villages, it is necessary to impart greater impetus to the connectivity of the roads. The Government of India has launched the Pradhan Mantri Gram Sadak Yojana (PMGSY) on 25 December 2000 with the aim of providing road connectivity through good roads to all weather with a population of over 1000 people for the year 2003 and those with a population of more than 500 people at the end of the Tenth Plan Period (2007).
The Pradhan Mantri Gram Sadak Yojana guides state that the District Master Plans will be prepared. Most States have already started the process. The main purpose of this Handbook is to assist States in the preparation of the District Rural Roads Master Plan called the District Rural Roads Plan. The purpose of this Handbook is to facilitate the collection and collation of various types of information required for the preparation of Master Plans at the Block / District level and their verification at the State level. It is also intended to achieve a basic uniformity of focus and transparency in the road planning process that will be developed under Pradhan Mantri Gram Sadak Yojana.
