GROUND installations physically comprise the ground itself and also a cable that connects the ground (protection device, insulation, ground wire, lightning rod, etc.) to the ground. The conductor (grounding wire or metal structure) is essentially an inductance, while the ground acts as a resistor in the manner described above. These two elements greatly determine the total voltage across the ground installation and hence its operation under lightning discharges.
