E-government applications need to find a solution for an efficient and effective mechanism for authenticating and signing official documents. We propose and implement a mechanism for the issuance of authentic government documents and electronic insurance using watermarking technology. The proposed mechanism constructs a watermark of domain name and MAC address of the government institution of interest. The watermark is increased in the government document that is available as an image. This new mechanism promises to allow the use of watermarks to ensure the authenticity and integrity of official documents.
