EXECUTIVE SUMMARY

- Jack Welch aptly etches out the definition and the importance of Human Resource Management in his words.
An agile HR function is the capability of contributing to the bottom line of a company by not letting go opportunities for lack of resources, by constantly re-energising its human resources in response to unpredictably changing market opportunities. The objective of Human Resources is to maximize the return on investment from the organization’s human capital and minimize financial risk. It is the responsibility of human resource managers to conduct these activities in an effective, legal, fair, and consistent manner. In contrast to the previous notions about HR department’s role as a staff function only, it has now aligned to become central to the success of any organization and is not just an internal but an external function as well.
INTRODUCTION
Recruitment and Confirmation aim to search and hire suitable candidate to fill vacancies in industry with the view to satisfying human resources needs. The search may be internal and/or external.
The success and adaptability of a industry depends upon the recruitment of employees who are flexible, adaptable and committed to the success of it.
RECRUITMENT AUTHORIZATION PROCEDURE
Authorization
All authorization procedure detailed below must be completed prior to the commencement on any recruitment procedure.
a) Prior to the employment of any employee the Employment Authorisation Form must be completed.
b) The employment of all individuals for budgeted positions within an industry must be authorized by the Department Head.
c) Employment of Personnel to the position of Manager of Departments will require the authorization of the MD.
Procedure
The Department Manager will complete the Employment Authorization form.
a) The Department Manager is responsible to ensure correct authorization Procedures have been complied with.
b) The Department Head will provide the Human Resources Officer with a fully authorized Employment Authority Form and instruct commencement of Recruitment.
c) The Human Resources Officer will control that the correct authorization has been obtained. When all is in order they shall commence the recruitment process.
Newly Created or Restructured Positions
Authority shall be vested in the Board to consider request for the activation of a newly created or restructured position.
Activation of a position shall be allowed by the submission of an Employment Authorisation Form by the Department Manager to the Human Resources Officer.
Once the need to fill a vacancy has been identified, the Department Manager will submit a motivated recommendation to the Board for the activation of the position.
Internal Advertisements shall be sent via e-mail or other means to all employees by the Human Resources Officer, while external advertisements shall be placed in specified local newspapers.
EMPLOYMENT SOURCES
The Recruitment Process in an industry needs to cater to the requirements of geographically spread locations for all levels of positions. The attempt here is to devise a process that yields good quality recruits within a reasonable time frame. Broadly, recruitment will be in two categories vise: Campus Recruitment and Lateral Recruitment the process and “Authorities” assigned for each stage would be as under:
Medical Examination:
Before the signed offer for employment is issued to the candidate, he or she should be asked to undergo medical examination consisting of prescribed medicate tests by the Company . The expenses incurred on the pre-employment medical examination may be reimbursed to the candidate after his / her horning duties. The Doctor must certify ‘fit for employment’ so that the employment offer can be released.
Probation & Confirmations:
In order to build performance culture within the Organization, it is important to coach & monitor the performance of new recruits from day one. Therefore in addition to the confirmation Appraisals, another Appraisal needs to be done at the end of first quarter of any new recruit. The purpose is to assess the learning’s and contribution of the new recruit and thereby coach / guide them for better performance. Both these assessments may also be used in extreme cases, to weed out candidates who are not up to mark at an early stage.
