INTRODUCTION
Backward classes and minorities constitute an important segment of India’s population. They are large and mixed category of people .
The category of backward classes is made up of three principal components, the scheduled castes, the scheduled tribes, the other backward classes are well defined categories.
The Indian Constitution is committed to the equality of citizens and the responsibility of the State to preserve, protect and assure the rights of minorities in matters of language, religion and culture.
The minorities are Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) have been notified as minority communities under Section 2 © of the National Commission for Minorities Act, 1992.
SOCIO-ECONOMIC CONDITIONS
Majority of backward class and minority live in rural areas and they basically depends upon on cultivation, weaving, basket making and so on.
They form a large number of castes and have been involved in the low ranking occupations like leather work, agricultural laborers etc.
ISSUES RELATED TO BACKWARD CLASS AND MINORITY
Low household income, employment status, current occupation, traditional occupation etc. are the main issues for backward class and minority
On the basis of certain elements of backwardness such as illiteracy and lack of education poverty, misuse of labor, untouchability etc. backward class and minority are listed in the Constitution.
Functions and Objectives of backward classes and minorities welfare department
The Backward Classes and minority welfare Department works for social, economic and cultural development of the people belonging to SC,ST,OBC and minority in the State.
The main functions of the Department are :
Social and cultural development of the backward class and minority.
To overcome from the social backwardness, provide the special priority each area.
For the girls students who is economically weaker of backward classes and minorities ,they provide educational facilities and scholarships for higher education.
The main Objective of the Department are
To formulate polices, laws, regulations and programmes for the Socio, educational and economic development of the backward Classes and minorities communities in the State.
Job-Oriented Training schemes for backward Class & minority
The various Job-Oriented Training schemes at present implemented through the Backward Class Departments as follows:
Light Motor Vehicle Driver Training
Auto CAD (3D Modelling Design using Auto CAD)
Computer Hardware Maintenance & MS office Tools
Multi Media
Textile Designing & Computer Application
Garment Manufacturing Technology
Fashion and Clothing Technology (FCT)
The various Training schemes at present implemented through the minorities Departments as follows:
Multi-Sectoral Development Programme
Scholarship scheme
Post-matric scholarship scheme
Merit-cum-means based scholarship
Free coaching and allied scheme
Maulana Azad National Fellowship
Reservation of backward class and minorities
Scheduled Castes(SC),Scheduled Tribes(ST),Other Backward Classes(OBC) and minorities are the primary beneficiaries of the reservation policies under the constitution.
The constitution contains special provisions for reservation of some seats for the members of the scheduled castes and scheduled tribes both in the Lok Sabha and in the State Legislative Assemblies. Further if the President is satisfied that the Anglo-Indian community is not adequately represented, in the House of People, he may nominate two members of that community to the Lok Sabha.
