Introduction
In the requirement specification report of the smart traffic light controller we have tried to give detailing to our model which has street lights with solar panel, seven segment display and cameras installed at each junction of the simple traffic light circuit as explained in the minor. It can be used to realize several traffic flow optimization strategies. We see in our metropolitan busy roads, In morning one-side traffic remains very heavy and other side it remains slow in the evening opposite side traffic remains heavy. In addition to that if when people cross red lights, traffic jam takes place. But now we are trying to solve this problem by using embedded technology program in C- programming and we named it SMART TRAFFIC LIGHT CONTROLLER.
Purpose
The purpose is to provide the maximum detail summary of the requirement specification of a model utilizing street lights with solar panel, seven segment display and cameras to be installed at each junction of the simple traffic light circuit. Most of the studies did not discuss the traffic controller system, meaning that they assumed the traffic controller system is able to realize the proposed traffic flow optimization strategies. Actually, in the implementation phase, the capability of the traffic controller system will be one of the critical factors that must be considered. If the traffic controller system is designed with a close architecture, in which it cannot interact with others equipment, then it will not be able to work smartly in realizing the traffic flow optimization strategies. It is worth noting that the traffic controller system must be designed with an open architecture and must have high independency when integrated with others equipments. Latest technologies and intelligent concepts: Our traffic tools for the planning supplying and handling of traffic systems are based on comprehensive know-how and are characterized by intuitive and easy handling.
Project Scope
The smart traffic light controller model can be integrated with a image processing technique to control the traffic lights according to the real time density population of vehicles at the junction. The proposed smart traffic controller system consists of two parts, which are controller hardware and the software part. The controller hardware is developed based on cheaper but fulfill the industrial standard microcontroller, which is AT89S52 microcontroller. The controller hardware is able to control up to 4-phases traffic system with the traffic flow optimization strategies that can be hanged from time to time based on the actual traffic condition. The software is developed to enable the traffic controller hardware to optimize the traffic flow at network junctions. The software also can be used by the traffic expert to change the traffic controller hardware setting during operation time.

In the requirement specification document we have used the times new roman font and the font size of the headings is 14 and that of the matter is 11.The font style is regular. The paragraphs are justified and the document is preceded with lower to higher priority with equal preferences given to each heading of the topic.
Intended Audience and Reading Suggestions
The smart traffic light controller is of greater use to the nation’s efficient traffic control . The Street Light and Traffic Signal activity is responsible for: street lighting in at parks or streets near traffic junction, lighting in city-owned parking lots etc. The LED (light emitting diodes) has been installed at traffic signals. The model saves the 85% of energy costs related to traffic signals in the city so this requirement specification document is intended for the Street Maintenance & Management Division and the Department of Transportation Traffic Engineering section of different city. The Street Maintenance & Management Division is responsible for the maintenance and repair of traffic signals. The Department of Public Works, Civil Design section, of the Engineering Division is responsible for design or upgrade of streetlights. They have a procedure to evaluate the need for improved lighting.
The Department of Transportation Traffic Engineering section is also responsible for signalized intersections and occasionally adjusting the timing. The personnel at those sections will evaluate the timing or phasing and they will contact the Street Maintenance & Management Division to make the appropriate adjustments as needed.
Characteristics
Its operation is completely implemented, consists of keeping on the two red lights to activate the green to one direction or another based on the detection of vehicles The microcontroller used in the project AT89C51 is a low-power, high-performance CMOS 8-bit microcomputer with 4K bytes of Flash programmable and erasable read only memory (PEROM). The on-chip Flash allows the program memory
to be reprogrammed in-system or by a conventional nonvolatile memory programmer. By combining a versatile 8-bit CPU with Flash on a monolithic chip, the Atmel AT89C51 is a powerful microcomputer, which provides a highly flexible and cost-effective solution to many embedded control applications.
The 7 segment display is used as a numerical indicator on many types of test equipment. It is an assembly of light emitting diodes which can be powered individually. They most commonly emit red light. Powering all the segments will display the number 8. The one shown is a common anode display since all anodes are joined together and go to the positive supply. The cathodes are connected individually to zero volts. Resistors must be placed in series with each diode to limit the current through each diode to a safe value. Early wrist watches used this type of display but they used so much current that the display was normally switched off. To see the time you had to push a button. Common cathode displays where all the cathodes are joined are also available. Liquid crystal displays do a similar job and consume much less power.
