SCOPE OF THE STUDY
The study "Employee Welfare measures provided by ACC Cements Ltd Bargarh" has thrown light to the welfare measures of employee who mark in the organization.
This study wills help the top management to improve their labour welfare measures in favourable for employees of ACC Cements Ltd. The Study covers the whole organization is taken into consideration and the survey is conducted among the workers through the Questionnaire.

SIGNIFICANCE OF THE STUDY
The management cannot do all things itself; it has to get things done through people. If the people are not properly motivated, the management will not be able to accomplish the desired results. Therefore human resources carefully managed with utmost care to inspire, encourage and impel them to contribute their maximum for the achievement of organizational objectives. Employee welfare is the facilitative services to build and maintain the morale of the workers to achieve the objectives of the organization. Hence, a study on employee welfare will help the management in effective utilization of its human resources.
RESEARCH METHODOLOGY
Research Design
A Research design is simply the framework or plan for a study. The design may be a specific presentation of the various steps in the process of Research. For this descriptive design was used. Descriptive research includes survey and fact finding enquiries of different kinds. The major purpose of descriptive research is description of the state of affairs, as it exists at present. In this method the researcher has no control over the variables. He/She can only report what has happened and what is happening.
APPROACHES TO THE EMPLOY WELFARE
The different approaches to the employee welfare reflects the evolution of the concept of welfare. The various approaches are :-
Policy Theory
According to this view, the factory and other industrial workplaces provide ample opportunities for owners and managers of capital to exploit staff in an unfair manner. This could be done by making the work for long hours, by paying them low wages, by neglecting safety and health provisions and by ignoring the provision of elementary human amenities such as drinking waters, latrines, rest rooms and canteens. As a result legislations were made to compel the management provide basic amenities to the workers. The state assumes the role of police man and compels the managers of industrial establishments to provide welfare facilities and punishes the non-compiler. This is policing theory of staff welfare.
Religion Theory
The religion theory has two connotations, namely the investment and the atonement aspects. The investment aspect of the religion theory implies that the fruits of today deeds will be reaped tomorrow. Any action, back good or bad is there fore treated as an investment. Inspired by this belief, some employers may provide sufficient welfare amenities. The atonement aspect of the religion theory implies that the present disabilities of a man should undertaken to do good deeds know to atone or compensate for his sins.
Philanthropic Theory
Philanthropy means affection or love for mankind. The philanthropic theory of employee welfare refers to the provisions of good cooking conditions, crèches and canteens out of pity on part of the employers who want to remove the disabilities of the workers. This theory is move common in social welfare.
Paternalistic Theory
According to paternalistic theory, also called trusteeship theory, of employee welfare, the industrialist or the employer holds the total industrial estate, properties and the profits accruing for them in trust. The employer holds the property not only for his use, but also for the benefits of his employees. According to the theory, workers are like minors, and the employer should provide it for their being out of funds in their control.
Placating Theory
This theory is based on the assumption that appeasement pays when the workers are organized and are militant peace can be bought by welfare measures. Workers are like children who are intelligent, but not fully so. As crying children are pacified by sweets, workers should be pleased with welfare works.
Public Relation Theory
According to this theory, welfare activities are provided to create a good impression on the minds of the staffs and the public. Clean and safe working conditions, a good canteen, crèche and other amenities make a good impression on the workers, visitors and the public.
Functional Theory
Also known as the efficiency theory of labour welfare, the functional theory implies that welfare facilities are provided to make the workers more efficient. If workers are fed properly, clothed adequately, and treated kindly, and if the conditions of their work are continual, they will work efficiently welfare workers a means of securing, preserving, and increasing the efficiency of labour.
WELFARE AGENCIES IN INDIA
The Central Government
The Central Government has made elaborate provision for the health, safety and welfare of workers under the Factories Act 1948, and Mines Act 1952. This Act provides for canteens, Crèches, shelters, rest rooms, lunch rooms, washing facilities etc. They also regulate the age of employment, hours of works and make provisions for the appointment of labour welfare officers. Statuary welfare funds have been set up in important industries and mines to provide games, housing, hospitalization and education maternity, child care and recreational facilities. Similar facilities are provided under the plantation labour Act 1951, and motor Transport Act 1961. Sickness, maternity and Medical benefits are provided under the Employees State Insurance Act, 1948 the government has also chalked our comprehensive programs for housing facilities, social security scheme, provident fund and other facilities. Contract labour and bonded labour have been abolished through law.
State Government
Government in different states and union territories provide welfare facilities to workers. Many of them run health and family planning centers, centers for education, vocational guidance, recordation and training of workers and other welfare centers. The importance of such centers cannot be over emphasized in a country like India, where workers themselves are unable to procure such facilities. However the number of these centers is inadequate. They do not have sufficient funds and dedicated and trained staff at their disposal stage government prescribe rules for the welfare of workers and ensure compliance with the provisions under various labour laws.
Employers
Until recently, employers in India did little for the welfare of staff burying a few exceptions. “The employers in general looked upon welfare work as fruitless and barren through some of them indeed had done pioneering work”. But now the situation has improved, employers take interest in welfare work both voluntarily and under statutory provision. In ACC, for eg, well equipped hospital, school, Gymnasiums, clubs, canteens, creches, and cooperative societies are being provided. In the cotton textile industry, facilities like canteen creches, dispensaries, cooperative societies, games, clubs etc. are provided on a voluntary basis, similar facilities are also provided in the paper, cement, sugar, and glass industries. Progressive concerns offer a very white range of facilities to their workers. This leads an increasing reorganization of the importance of staff welfare working among the employers. However some employers use welfare facilities to win over their workers and to influence their trade union.
