entrusted to our Commission is to
propose an umbrella legislation for
workers in the unorganised sector. We
have also been asked to see that the
legislation, and the system that will be
built around it, will assure at least a
minimum protection and welfare to
workers in the unorganised sector. We
are deeply conscious of the urgency
and importance of this task.
7.28 In India, the official
definition of the informal sector
enterprises consists of Directory
Establishments that employ at least
six persons but not more than nine,
Non-Directory Establishments which
employ five persons or less, and Own
Account Enterprises that employ
oneself. Officially, these constitute the
unorganised sector of industries.
However, the available database and
hence, the modes of estimation of the
unorganised sector workforce are not
so dependable.
