Current Education System
Current Education.docx (Size: 421.48 KB / Downloads: 49) Current Secondary Education situation in Country As a successful implementation of SarvaSkhikshaAbhiyan (SSA) the number of “out of school” children (6-14years) has come down to less than 5 per cent of that age group and thus stage has set for exponential demand for secondary education. It’s a crucial stage in education hierarchy, as it prepares students for higher education and also for world of work. While secondary education primarily remains the responsibility of the state governments, the Ministry of Human Resource Development (MHRD) has cheated a vision of making good quality secondary education available, accessible and affordable to all the people in that age group 15-16 years. To achieve this, in 2009 the Government of India (GoI) launched the RashtriyaMadhamikShikshaAbhiyan (RMSA). It aims to make quality education affordable and accessible to all young people in age group of 15-16 years while removing gender, socio-economic and disability barriers to education. In order to attain the target of Secondary education it will require meeting some of the following targets. • Strengthening existing secondary schools • Opening additional secondary schools (through up-gradation of upper primary schools) • Appointing over 2 lakhs additional teacher • Constructing 80000 additional classroom In addition to above the government has already taken initiative to build the 6000 model schools in the country. The State Government would be responsible for setting up 3500 of these schools in Educationally Backward Blocks. Fund sharing between Centre and States would be 75:25 including 11th 5 year plan for all states excluding special category states. Role of Private Education Sector There is already an existing flourishing private Education market in India out of 1.69 crore secondary education schools, 63% are under private management. Share of privately managed school has increased from 15% in 1993-94 to 35% in 2006-07. Current Situation in Education Sector Government of India is considering undertaking PPP in Education to meet the population requirement; GOI is planning to build 6000 model schools out of which 2500 are to be set under PPP it involves private and public sector working together to achieve important educational, social and economic objectives. It is a move away from the traditional model of government procurement for delivery of public services. Currently, annual government spending of 30 billion USD and annual private spend of 43.2 billion USD, the massive annual spend is not sufficient to satisfy the demand of 600 million target population. An additional investment from private and public is needed to overcome desired literacy levels. The GOI spend 3.7 per cent of GDP and still lags behind to those of develop countries and several developing countries whose average spending is 6 per cent. Public Private Partnership in Education Public Private Partnership (PPP) is an approach used by government to deliver quality services to its population by using the expertise of the private sector. It is a contractual arrangement through which a private party performs part of the service delivery functions of the government while assuming associated risks. In return, the private party receives a fee from the government according to pre-determined performance criteria. Such payment may come out of the user charges or through the government budget or a combination of both. The World Economic Forum defines the Public Private Partnership as a voluntary alliance between various actors from different sectors where both agree to work together to reach a common goal or to fulfil a specific need that involves shared responsibilities, means, competencies and risks. It has been role of the Government to provide school education to the appropriate age group. It becomes important for government to develop education infrastructure to facilitate the population with school education. Broad areas of support from PPP Broadly, PPP in school education can operate to provide (i) infrastructuralservices, (ii) support services and (iii) educational services. There appears to be aprogression in scope with the simplest being one in which the private partner providesinfrastructure services but the government provides educational and other supportservices. The next stage in progression is where the private sector provides bothinfrastructure services and support services. The third type is where private sectorprovides infrastructure, support and educational services bundled together. Provision of infrastructure (Private Financing Initiative): In this model, the private partner builds, owns and operates the infrastructurefacilities and the government uses these facilities for running the school through a longterm agreement. The private sector has to arrange for finances and has theresponsibility to build and maintain the infrastructure in lieu of which it is paid a fee overthe period of the contract which is generally long term between 20 to 30 years. Theownership and the asset at the end of the contract period is generally transferred to thegovernment, though a model can be developed where the ownership can be retained bythe private sector. Provision of Support Services: Under this model, the private sector provides certain support services in the school like school meals, IT facilities, laboratory, gym, transport facilities etc for which payment is made by government. These support services can be bundled alongwith building infrastructure or can be separately provided for. This is advantageous as the private partner with expertise in particular core areas would be able to provide such services in an efficient manner. For example, an established caterer would be able to provide school meals to a school or a group of schools more efficiently and at lower cost than if the services are arranged by the school in-house. The arrangement also leaves the school staff with more time to concentrate on the core educational activities rather than getting diverted to provide for support services for which they have no core competency.
