The Organization for Economic Co-operation and Development (OECD) is an intergovernmental economic organization with 35 member countries, founded in 1960 to stimulate economic progress and world trade. It is a forum for countries that describe themselves as committed to democracy and the market economy, providing a platform for comparing policy experiences, finding answers to common problems, identifying good practices and coordinating national and international policies of their members. Most OECD members are high-income economies with a very high Human Development Index (HDI) and are considered as developed countries. The OECD is an official observer of the United Nations.
In 1948, the Organization for European Economic Cooperation (OEEC), led by Robert Marjolin of France, helped administer the Marshall Plan (rejected by the Soviet Union and its satellite states). This would be achieved through the allocation of US financial aid and the implementation of economic programs for the reconstruction of Europe after World War II. (Similar assistance was sent to the reconstruction of the Republic of China and post-war Korea, but not under the name of "Marshall Plan").
In 1961, the OECD was reformed into the Organization for Economic Cooperation and Development by the Convention on the Organization for Economic Co-operation and Development and membership was extended to non-European States.
The headquarters of the OECD is located in the Château de la Muette, in Paris, France. The OECD is funded by Member States' contributions at various rates and has a total budget of € 363 million in 2015.
