The Yashwantrao Chavan Maharashtra Open University (YCMOU) was founded in July 1989 by Law XX- (1989) of the Maharashtra State Legislature, named after Yashwantrao Chavan, the great political leader of Maharashtra and the builder of modern Maharashtra. It is the fifth Open University of India. The jurisdiction of the university, originally for the State of Maharashtra, has now extended beyond this state and the university can now function anywhere on the globe. The YCMOU has been recognized under section 12 (B) of the University Grants Commission Act of 1956.
He is a member of associations and agencies such as the Association of Indian Universities, Association of Commonwealth Universities, Asian Association of Open Universities and Commonwealth of Learning, Canada.
The University offers off-line programs and has also embarked on online initiatives. The Nashik-based YCMOU provides support to its students through study centers throughout the state of Maharashtra.
Maharashtra has a long tradition of educational reforms. Mahatma Jyotiba Phule, Panjabrao Deshmukh, Babasaheb Ambedkar, Bhaurao Patil, Swami Ramanand Teerth Dr.Apte and others have contributed to the educational philosophy and movement in the state.
Due to the statutory powers conferred by a 1989 act of the Maharashtra State Legislature and recognition by the "University of India Grants Committee", the university can grant academic certifications such as certificates, diplomas and postgraduate, doctorate.
