INTRODUCTION
It is often debated that the industrial development in Uttar Pradesh is confined to the National Capital Region (NCR) and the growth is far less visible in other parts of the state. In this backdrop, the Lucknow Industrial Development Authority(LIDA) - the proposed industrial enclave in the UP State Capital Region mooted for industrial and commercial amelioration in the region - needs proper planning directions in provision of infrastructu~e as per the projected requirements. LIDA is in the process of acquiring 2000 acres in Lucknow district as part of the project, which is in its first phase. The proposed industrial and commercial corridor is likely to give a major fillip to the development in the region on the lines of NOIDA and Gurgaon. The grand success of Noida and Greater Noida has encouraged UP government to take up the project considering no such industrial authority had yet been planned in this part of the state. The development of this township would be a
giant leap of UP government in the field of industries coinciding with the development of Greater NOIDA-phase two.
The location oj this ambitious ptoject is very crucial as it would bridge the gap between two major towns-Lucknow and Kanpur, considered to be the industrial capital of the state. To
foresee this economic activity as an opportunity for balanced development in the region and planning Jor industrialization with sustainable future is well taken as a challenge.
The concept of Special Economic Zone has attracted the interests of Economists and planners across the globe, as an economic concept culminating not only the process of developing the national economy but also encompassing the required social upliftment through improved quality of life and increased employment opportunities. According to the spatio- economic
analysts' view, cities are considered to be engines of economic growth. Agglomeration of economic activities is desired for the economies of scale, technological development, employment generation and growth centers. Therefore, the concept of Special Economic Zone and its impact on the development in the region attracts my attention.
NEED FOR THE STUDY
I. The Uttar Pradesh State Capital Region(System) comes in the BIMAROU(Bihar, Madhya
Pradesh, Rajasthan, Orissa and Uttar Pradesh) region of India. It is struggling with the
problems of underdevelopment and unemployment, lack of infrastructure in terms of quality and quantity and instability in government setup affecting fiscal policies.
2. There is a great pressure on few existing urban centers such as Lucknow and Kanpur due to rural- urban migration in search of employment, better quality of living and since POverty and other socio- economic evils are prevalent in the system.
AIM OF THE STUDY
To evolve a set of plausible policy planning guidelines to achieve balanced regional development in Uttar Pradesh State Capital Region by adopting Special Economic Zone.
RESEARCH DESIGN
For acquiring substantial knowledge of Special Economic Zones in general, and understanding the concept of Special Economic Zones in Indian contexts in particular, a set of objectives is framed to study the impacts of Special Economic Zones thoroughly for evolving plausible policy guidelines for the balanced development of the study area.
