Marathe committee was appointed by reserve bank of India to suggest measures for giving meaningful directions to the credit management functions of reserve bank.
committee's prescriptions submitted in May 1992, favour a liberal entry policy and include :
Establishment of new urban co-operative banks on the basis of need and potential, and achievement of revised viability norms.
The one-bank-per-district approach is to be discarded.
“FAST TRACK”
To subject some fulfillment of some conditions bank can release without prior approval of RBI 50% additional credit required by borrowers falling within the ambit of the credit authorization scheme.(in case of predominantly export-oriented manufacturing units its 70%).
Kalyanasundaram committee
Factoring : contract between two parties one (the supplier) and other party (the factor).
Supplier will or may assign to the factor receivables arising from contracts of sales of goods made between the suppliers and it’s customers (debtors).
Functions of the factor:
Finance for the supplier, including loans and advance payments.
Maintenance of accounts (ledgering) relating to the receivables.
Collection of receivables
Protection against default in payment by debtors.
