Nationally Appropriate Mitigation.pptx (Size: 86.99 KB / Downloads: 26)
BackgroundHistory in CC Negotiations
The term NAMA found its roots in the Bali Action Plan at COP 13
The concept was further elaborated in the Copenhagen Accord (COP 15) and Cancun Decisions (COP16)
In COP 17 at Durban some decisions on the design of the registry for supported NAMAs were taken, a prototype of the registry was discussed during SBI 36
Key Issues for Future Discussions
1. Design aspects of NAMAs
What all could be a NAMA?
What would be the modalities and procedures for the Monitoring, Reporting and Verification of NAMAs?
Decisions on the design specifications of the registry
Who would be the key actors in Financing?
2. Integrating NAMAs with the future climate architecture
NAMA and market instruments
NAMA and other climate instruments
NAMAs and AfricaKey Questions and Concerns
How can NAMAs support the needs of growth and development of Africa?
What are the resources required to undertake NAMAs (all types- domestic, supported, and credited)?
Is there adequate capacity implement NAMAs – technical, financial and institutional capacities and weak institutional coordination?
How will/can NAMAs promote provision of finance and technology to Africa?
Will there be enough flexibility and simplification in the framework to promote implementation in Africa?
Will NAMAs ensure that allocated resources are new, additional (over and above current insufficient ODAs)?
Will the selection of NAMAs be overly influenced/ guided/ imposed by donors?
