History of TQM?
Invented in the U.S.,
but used by the Japanese very effectively in the 1980's
and the term has subsequently become associated with Japanese management principles.
What is Quality Circle?
Quality Circle is a small group of 6 to 12 employees doing similar work
Who voluntarily meet together on a regular basis to study and solve work related problems using proven problem solving techniques.
Role of Circle member
Keep focus on organizational problems/objectives
Demonstrate mutual respect
Offer views, opinions and ideas
Attend all meetings except when unavoidable
Contribute to finding and implement solutions
Attend training seriously
Role of Circle Steering Committee
Officially announce the initiation of the QC movement
Contribute to development of the QC
Provide resources (space,time, training,finance)
Consider suggestions of QC’s fairly and justly
Encourage the movement
Communicate the decisions to QC’s generally in two weeks
Arrange for external specialist help when requested by QC
Periodically review the progress
Launching Quality Circles
Arrange training of co-ordinators, facilitators in basics of Quality Circle approach, implementation, techniques and operation. Later facilitator may provide training to Circle leaders and Circle members.
A meeting should be fixed preferably one hour a week for the Quality Circle to meet.
Formally inaugurate the Quality Circle.
Arrange the necessary facilities for the Quality Circle meeting and its operation.
