Abstract
National highway ITS has been shifted to "Integrated Road Transportation Management, which
incorporates road safety and management technologies, from traditional "Transportation
Management". This paper describes the road management system which is suitable to national
highway ITS. When efficient integrated road transportation management system (transportation +
road management) is developed by introducing road management system to national highway ITS,
reduction in traffic congestion cost, travel time and traffic accident and improvement of road
management are expected thanks to integration of road safety and management technology. And based
on automobiles and mobile phones distributed in Korea, the creation of new market in telematics and
ubiquitous area is highly expected.
Introduction
In most of national highways of Korea, there are bridges, tunnels, slopes, stream sides. This unstable
neighboring environments of national roads may cause incidents such as bridge collapses, landslides
and falling objects, which interrupts mobility of vehicles and serves as factors of threatening users'
safety. Thus, it is a purpose of building up a road management system to plan to sharpen a road
management for smooth traffic flow on national highways and improvement in drivers' inconvenience
by promptly collecting and providing information on risky factors.
Intelligent Transportation Systems (ITS) refers to the advanced transportation system which was
designed to collect, process and provide the traffic information on a real-time basis, making use of
sophisticated transportation, electronic and communication technologies. ITS has been applied to the
national highway in metropolitan area since 1997 and ITS has been installed and operated over a
1,909km-long highway as of 2008, which will be further expanded to 6,207km or 45% of the total
length of national highway (13,832km) till 2020.
Road management systems
ITS in the Unites States used to have 7 services and 31 user services at the early stage which were
then currently changed to 8 services and 33 user services. When it comes to services, “Travel and
Transportation Management" and ”Travel Demand Management" were incorporated and "Emergency
Management", "Maintenance and Construction Management" were added. And to user services,
“Maintenance and Construction Operations” was added.
Japan made public the Comprehensive Plan for ITS in Japan, presenting a general framework in an
attempt to lead the project to government-led Top-Down approach. Now it's been entering the 2nd
stage in which the development of AHS and improvement of road management efficiency, along with
VICS and ETC, have been implemented. The need for introducing the road management system,
together with structuring the ITS infrastructure, has been increasingly growing in the US, Japan and
other advanced nations.
Tunnel Management System
A tunnel management system is build up to prevent subsequent vehicles from entering the tunnel by
detecting car accidents, fires, etc. inside it, to manage traffic demand, and to improve the safety of road
users. The existing tunnel management system using CCTV videos is used to prevent 2nd rear-end
collision by monitoring a situation inside the tunnel in case of an incident and thus providing the
information and conditions via the all-optical road signs (VMS: Variable Message Signs) installed at
the entrance and exit of the tunnel. In addition, it preforms management of congested traffic by
providing information to the all-optical road signs (VMS: Variable Message Signs) of neighboring
regions and enabling entering vehicles to make a detour. In addition, in case of an accident, this system
makes a contribution to easing congestion and improving services for road users by providing the
information on predicted congestion to drivers on neighboring roads or before entering the tunnel.
Conclusion
When efficient integrated road management system is developed by introducing road management
system to national highway ITS, reduction in traffic congestion cost, travel time and traffic accident
and improvement of road management are expected thanks to integration of road safety and
management technology. And based on automobiles and mobile phones distributed in Korea, the
creation of new market in telematics and ubiquitous area is highly expected.
