The role of bureaucracy and issues of development are important matters that are seriously discussed. The role of bureaucracy is crucial because they play an important role in the formulation and implementation of development programmes and policies. They are the one who analyze the issue and place their option before the Government. Two decades are going to be over since India embraced liberalization. The advocates of globalization used the twin theme of economic development and stability in the furtherance of their principle. Liberalization has changed the socio-politico-economic scenario of India. It resulted an unbalanced phase in the economic development of India,
Kerala State has also introduced the reforms at the economic and administrative level. It is in this context of the developmental agenda the role of bureaucracy as the Principal instrument for implementing these economic and administrative policies has been chosen as the subject of study. More over bureaucracy, especially the higher bureaucracy is the only group that hasn’t been untouched by the waves of globalization. Thus the topic of bureaucracy has importance. Bureaucracy is becoming a director and a regulator of activities in society because more or less each aspect of life of citizens in society, from the time of conceptions to burial, is subject to State regulation or assistance. Bureaucracy as an instrument of state action has to expand and fulfill their various roles with reasonable satisfaction of the citizens. Unfortunately such a creative attitude has not arisen from bureaucracy, under liberalization. .
This study is to examine the role of bureaucracy for the development of Kerala in the context of liberalization policy adopted by both the central and state Government. Since the introduction of the new economic policy in 1991 the role of the state and administration has undergone changes from rowing to steering. The state’s new role is thus as facilitator and stimulator. Kerala is unique in many aspects, starting from the election of the first communist government through ballot. It is the most literate state in Kerala and is having an impressive human development that equals the developed world. Kerala has achieved all these despite its economic backwardness. This paradox often referred as Kerala Model of Development has been studied since 1970s and has become an ideal model for many poor income countries. Kerala could achieve all these because of the active role of the state. When the Government is involved in developmental activity bureaucracy becomes the main instrument of implementation of government programmers. Government in any polity including democracies work through an army of Public Officials usually called bureaucracy. Bureaucracy plays an important role in administration and in the formulation of policies and in this process it has become a power block in itself. Its role has considerably increased with the state taking upon itself the task.
