This thesis has been organized in three parts. In Part I, ductility provisions of IS codes have been thoroughly reviewed compared with those in American codes. The provisions needing revisions, inclusions or clarifications have been identified. Suggestions made include rationalization of performance fact providing of ductility detailing as per zones rather than ah, introduction of strong column - weak girder concept In deal revision of minimum reinforcement requirements, etc. A method also been suggested for determination of plastic moment capacity for R.C. beams. In Part II, the effect of providing ordinary and ductile concrete frames on the cost of buildings has been investigated f or different zones. Three buildings with significant difference design features have been chosen and designed for ductile and non-ductile construction. The quantity of steel and cost skeletal frames have been evaluated for these buildings and premium for providing earthquake resistance calculated.
