A civil servant or public servant is a person in the public sector employed for a government department or agency.
Reasons
Salary for their work
If government doesn’t approve their rights.
If the government doesn’t provide them sufficient resources or funds.
How a strike should be?
Employees don’t have the right to block the services to the public.
They can strike without any kind of violence's to the public.
