Linking skills development to these broader growth, employment and development strategies requires governments, in partnership with the social partners, to establish policy coherence to link education and skills development with current labor markets and with technological policies, growth. This attaches great importance to strong social dialogue, effective coordination between ministries and better communication between employers and training providers. As the findings acknowledge, the development of skills will not in itself contribute to improving productivity and employment. Other critical factors are employment and productivity policies to influence labor market demand, respect for workers' rights, gender equality, and health and safety standards; good labor relations and social dialogue; and effective social protection. In short, everyone has a role to play. The findings help to identify specific areas of action for governments, social partners and the ILO. The Office is committed to playing its part in such critical areas as research, knowledge sharing, policy analysis and facilitating dialogue and collaboration. These conclusions are timely, stimulating and practical. They can help governments and societies to improve the employability of workers, improve productivity and competitiveness of enterprises and promote the inclusion of growth. Therefore, they can serve as a powerful catalyst for achieving the universal goal of Decent Work for all.
