Rules of certification of seeds of Punjab
1. Short titles: Seed Certification Authority of the State of Punjab.
These Rules may be called the rules of the Seed Certification Authority of the State of Punjab, 1975.
2. Definitions:
In this Regulation, unless the context requires otherwise:
a. "Board" means the State Board of Seed Certification.
b. "President" means the President of the Council.
c. "Director" means the Director of the State Seed Certification Authority.
d. "Authority" means the State Seed Certification Authority.
e. "Member Secretary" means the Secretary Secretary of the Board.
3. Authorities of the Authority.
The authorities of the Authority shall be:
a. director
b. The board
c. Director
d. The other authorities which the Council may set up to give effect to the provisions of the Memorandum of Association of the Authority and of this Regulation.
4. The Director shall be the Executive Director of the Authority.
5. The Director shall be appointed by the Board on the terms and conditions approved by the Board.
6. Members of the Board:
I. The Board shall be composed of the following members:
a. The Secretary of Agriculture in the State who will be the President.
b. The representative of the Department of Agriculture designated by the Director of Agriculture.
c. The Director of Research at the Punjab State Agricultural University.
d. Two senior crop research specialists:
I. Professor of plant breeding.
II. Professor of Plant Pathology.
e. Two representatives of the seed producers and one representative of the seed distributors who will be appointed by the State Government.
f. A representative to be nominated by the Central Board of Seed Certification.
g . The Director of Seed Certification, the State Seed Certification Authority that will be the secretary member of the Board.
ii.
a. The first Board shall be that specified in clause 4 of the Association Memorandum which shall operate for one year from the date of registration of the Authority.
b. After the expiration of this period, the Board shall be constituted as indicated in sub-rule (ii) provided that any vacancy that falls during the first year of its operation shall be filled in accordance with the provisions of rule 12 below.
7. Members List:
The Board will maintain a List of Members that will give its name and address and occupation and each member must sign the same.
8. If a member of the Board changes direction, he / she must notify his new address to the Member Secretary, who will do so by entering his / her new address in the list of Members. But if you do not notify your new address, the address listed in your Membership will be considered as your address.
9. Duration of affiliation:
The term of office of members of categories b, c, d, e, f shall be two years and a retired member may be re-elected for a further term.
10. A Board member shall cease to be a member of the Board if:
. Dies, renounces, becomes ill-minded or becomes insolvent or convicted of a crime involving moral turpitude or
to. When you are a member because of the office or appointment you have, stop taking the position or appointment.
second. He does not attend three consecutive meetings of the Board without the proper authorization of the President or
11. The resignation of the members or of the Board may be surrendered to the President and shall not take effect until it has been accepted by the President.
12. The vacancy in the composition of the Board caused by one or more of the grounds mentioned in Rule 10 shall be filled in accordance with the provisions of this Regulation. But the persons named in the vacancy will occupy their position only for the unexpired period of the duration of the membership.
13. The Board shall exercise its functions without prejudice to the fact that any person who is entitled to be a member by virtue of his position is not a member of the Board for the time being, independently of any other vacancy on the Board, for non appointment, defect in the appointment in another manner and no act of Board proceedings shall be called into question by the mere fact of the extension of any vacancy or any defect in the constitution of the Board.
14. Procedure of the Board:
. The Annual General Meeting of the Board shall be held on the date and place determined by the Chairman.
a. The President may convene a general meeting of the Board whenever he considers it necessary. However, the Board of Directors will hold at least 4 general meetings each year.
b. In a letter addressed to the Member Secretary, six members of the Board may request an extraordinary meeting of the Board. Upon receipt of such requisition, the Member Secretary shall convene a meeting.
